BATON ROUGE BRANCH
OFFICERS
FOR 2001-2002
President - Roy A. Waggenspack, P.E.
Roy graduated from L.S.U. with a B.S. in Civil Engineering
in 1976. He was president of the L.S.U. ASCE Student Chapter, and
has been a member of the Baton Rouge Branch since 1977.
Roy is employed at Owen and White, Inc. Consulting Engineers, where
he is the Chief Design Engineer. Working for Owen and White since
graduation has given Roy the opportunity to work in the states of
LA, MS, TN, KY & MO, on numerous municipal projects. Roy is
registered in the states of Louisiana and Mississippi.
Roy is married and has two sons. When away from work, Roy enjoys
spending time with his family, yard work, aerobic exercise, fishing
and watching NASCAR Racing.
President-Elect -
J. Keith Shackelford. P.E.
Keith graduated from LSU with a B.S. in Civil Engineering
in 1974. He is currently a Principal and Project Manager with Chenevert
Songy Rodi Soderberg handling numerous municipal and public works
projects in Louisiana and Tennessee. Prior to moving to CSRS, Keith
worked 23 years as a project engineer and manager at Owen &
White, Inc. handling municipal and public works type projects in
Louisiana, Tennessee, Mississippi, Kentucky and Missouri. Keith
holds a dual Civil/Environmental Engineer registration in Louisiana
and is a registered Civil Engineer in Tennessee. In addition to
membership in ASCE, Keith is a member of LES, CSI, AWWA and WEF.
Apart from work Keith enjoys numerous activities and interests serving
as vice-chairman of the Administrative Board at St. Andrews United
Methodist Church, fishing, aviation, music and literature of a wide
ranging nature. Keith is married to Rosalyn and has two sons Adam
and John.
Vice President - David M. Burkholder, P.E.
Dave graduated with a Bachelor of Civil Engineering
from the University of Minnesota in 1980. He began his career with
Fluor Engineers, Inc. in Houston, TX as a structural engineer. After
moving to Baton Rouge, he worked on municipal and public works projects
as a project engineer for Dyer & Moody, Inc. followed by employment
as a civil/structural engineer with Barnard & Burk, Inc. and
Process Services, Inc.
Dave is employed at the Louisiana Department of Natural Resources
as a Design Engineer Supervisor in the Coastal Restoration Division.
He is manager of DNR's Dedicated Dredging Program, and has also
managed projects for barrier island restoration and hydrologic restoration
of coastal marshes.
Secretary-Treasurer - Andre M. Rodrigue,
P.E.
Andre received his B.S. in Civil Engineering from
Louisiana Tech University in 1997 and is a member of Chi Epsilon.
A native of Thibodaux, Andre= returned to south Louisiana following
graduation when he joined the firm of ABMB Engineers in Baton Rouge,
where he is currently employed as a Design Engineer. His responsibilities
range from geometric design of roadways to drainage and site design.
Andre= has been a member of ASCE since 1997 and is an active member
of the ASCE Younger Members group. Last year he served as chairman
of the Younger Members committee for the Baton Rouge Branch.
Andre= is married to the former Ashley Yorba of Benton. He enjoys
spending time with his chocolate lab, Boudreaux, listening to music,
fishing, playing softball, traveling and exploring the great outdoors.
Director - Thomas T. Roberts, E.I.
Tommy received his B.S. in Civil Engineering from
LSU in 1997 and is a member of Chi Epsilon. He is a native of Ocean
Springs, MS, and has been in Baton Rouge since 1993. Tommy has been
a member of ASCE and LES since 1997, and served as Director for
the past year. He has also been an active member of the ASCE Younger
Members for several years.
Tommy is currently employed by Waskey Bridges, Inc. in Baton Rouge,
LA, where he serves as a Project Engineer. He is involved in the
design and fabrication of precast concrete bridges, platforms, and
foundations throughout Louisiana.
Away from work, Tommy enjoys fishing, golf and other outdoor activities.
Director - Daniel C. Peters, P.E.
Dan received his Bachelor's of Science degree in
Civil/Environmental Engineering from the University of South Florida
in 1997. He is originally from upstate New York and worked in Florida
prior to moving to Baton Rouge in April, 2000. He was a board member
for the Florida Engineering Society and was involved in the 2000
Mathcounts program.
Dan is currently employed at SJB Group, Inc. as a Project Manager.
He recently received his Professional Engineering license in the
state of Florida and is pursuing reciprocity in Louisiana. He has
worked on many municipal and commercial projects in the states of
Florida, Texas, and Louisiana.
Dan is not married, but looking. His hobbies include playing sports,
working out, wrestling, hiking, camping, fishing, and cars.
Associate Member Director - Jesse T. Thompson,
E. I.
Jesse received his B.S. in Civil Engineering from
LSU in 1999. He is a native of Plaquemine, LA, and has been in the
Greater Baton Rouge area over a decade. Jesse is a member of ASCE
and LWEA/WEF and has served as ASCE newsletter editor for the past
year. He has also been an active member of the ASCE Younger Members
for several years.
Jesse is currently employed by Professional Engineering Consultants
Corp., (PEC), in Baton Rouge. At PEC, he has been given the opportunity
to visit many municipalities while working on various public works
projects in LA, MS, & AL. Jesse spends much of his time in Iberville
Parish and surrounding parishes working on water and wastewater
improvements and roadway projects.
Away from work, Jesse enjoys fishing, hunting, sailing, and spending
time with family and friends at his camp in coastal Louisiana.
