Hilcorp Alaska’s “Moose Pad” Project

Engineering and construction of an oil field drill pad and access road in the high arctic

This presentation will review everything from initial project reconnaissance through final construction.  The unique engineering challenges associated with arctic coastal plain development will be discussed, as will construction methodology that is characteristic of the arctic environment.  The Moose Pad Project included a three-mile-long gravel access road, a 14-acre drill pad, 10 miles of ice road and three miles of new pipeline.  The drill pad was designed for fifty wells and an expansive oil processing facility.  Frozen gravel fill was sourced from a distant borrow site and totaled 280,000 cyds.

Steve Rowland, PE, Recon, LLC

Steve is president and majority owner of Recon, LLC with more than 35 years experience in civil and geological engineering. His extensive experience working in undeveloped and remote areas of Alaska has afforded him the opportunity to study and evaluate a wide variety of terrain and ground conditions as they relate to infrastructure development. His knowledge base has been applied to road and trail route location and design, airfield location, school site selections, industrial facilities location, and general land use recommendations.
