Municipal Operations Engineer: Department of Environmental Services/ Engineering
The Municipal Operations Engineer is responsible for planning, reviewing and updating City design guidelines for transportation, utilities, drainage systems and other municipal infrastructure as well as their standards and specifications. This position has direct responsibility for administering the design, construction, operation and maintenance activities of City infrastructure and ensure that they meet budgetary, safety and environmental requirements. Work is performed with considerable independence within the framework of departmental policies and requires independent judgment in solving problems as they develop in order to maintain the continuous, effective, efficient and safe operation of the City infrastructure. Work is accomplished under the general direction of the Environmental Services Director and is reviewed primarily through consultation, written reports, evaluation of the operations performance and conformance with industry standards.

Duties and Responsibilities:
• Administers the Right-of-Way Management Program. Implements policy and establishes procedures to govern all construction activities in public right-of-way. Oversees the engineering permit approval, issuance, inspection and closeout activities. Coordinates with current and potential right-of-way users to ensure City standards for right-of-way construction are maintained.
• Provides leadership and direction for the City’s Stormwater Management Program. Provides input to the annual and multi-year program and budget for the Stormwater Management Program. Oversees the administration of the City’s Stormwater utility.
• Manages the work of staff including coaching staff for improvement and development, training, assigning, reviewing and evaluating work performance; coordinating activities, maintaining standards, allocating personnel, selecting new employees, acting on employee problems and recommending and implementing employee discipline.
• Identifies and recommends long-range capital improvements and assists in the preparation of the five-year Capital Improvement Program budget. Facilitates and expedites project progress to ensure adherence to established budgets and schedules. Serves as a project manager on projects of a complex nature. Keeps Director apprised of project status.
• Responsible for overseeing Engineering Division’s participation in the City’s internal Development Review Board process. Enforces ordinance/code requirements for the extension(s) of public utilities, rights-of-way and drainage solutions associated with private development projects.
• Plans, assigns and directs through supervisors the operations and maintenance of streets, bridges, drainage and other related public infrastructure. Performs inspections of pavement, bridge and stormwater systems.
• Establishes the Department’s street maintenance program, establishes annual priorities for maintenance activities and develops the annual maintenance budget. Monitors the execution of the annual work program as required.
• Assures NPDES permit requirements are met and performs annual NPDES reporting.
• Directs preparation of engineering feasibility reports and cost estimates. Provides direction to staff engineers to establish desired results, methods, operations and costs. Provides interpretations of designs, plans, specification, estimates, reports and recommendations relating to City infrastructure. Presents and explains reports as required.
• Assists in the development, implementation and evaluation of department plans, policies and procedures to achieve annual goals and objectives.
• Assists in the development and oversees implementation of divisional operating/capital budgets and establishes budgetary controls. Oversees and approves expenditures. Prepares financial forms and reports.
• Preparation of scope of work for bids, provides recommendations for bid evaluation and award, negotiates and administers contract awards.
• Receives, reviews, prepares and/or submits various records and reports including budget documents, purchase requisitions, purchase orders, bid documents, performance evaluations, invoices, flow charts, agenda items, work orders, personnel forms, memos, etc. Responsible for grant submittals, administration and coordination.
• Has full responsibility to follow, ensure compliance with, enforce and interpret Federal, State and local laws, rules and regulations as well as City policies and procedures. Implements and maintains Federal, State and local mandates. Stays abreast of current developments in industry which may affect City and/or department.
• Provides excellent customer service to both internal and external customers. Oversees public education and outreach programs, represents department, attends and/or facilitates public meetings and assists other departments as required.
• Attends and conducts meetings as required; writes reports and transmittal documents.
• Considered essential personnel in the event of a natural disaster.

Education and Experience:
Bachelor’s Degree from an accredited college or university in civil engineering or related engineering field and ten (10) years of progressively responsible professional civil engineering and construction/operations experience of which five (5) years is at the executive management or supervisory level.

Licenses and/or Certificates:
• Valid Florida Driver’s License
• Professional Engineer state registration is required (must attain registration as a Professional Engineer in the State of Florida within one year from date of employment).

Knowledge, Skills, and Abilities:
• Experience in project management and construction of public infrastructure.
• Experience in operations and maintenance of transportation and stormwater management systems.
• Knowledge of infrastructure design and construction and alternate delivery methods.
• Knowledge of engineering standards, land development code regulations, requirements and State and local regulations regarding utility infrastructure.
• Basic principles and practices of public administration including budgeting, purchasing and the maintenance of public records.
• Ability to communicate well with public both orally and in written form.
• Ability to enforce City ordinances in a professional manner.
• Ability to read and correctly interpret engineering drawings.
• Ability to plan, direct, organize and integrate broad, comprehensive public infrastructure programs and activities

Physical Demands
The physical demands could involve balancing, climbing, crawling, crouching, depth perception, driving, far acuity, grasping, hearing, kneeling, lifting, near acuity, pulling, pushing, reaching, repetitive motion, stooping, standing, talking, visual acuity and walking. May be required to exert up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.

Work Enviroment
The worker is not substantially exposed to adverse environment conditions; job likely consists of field visits, typical office work or administrative work.

Hours of work: 7:30AM-4:00PM, Monday – Friday (possible nights, weekends and holidays)
Salary: $64,406.90-103,050.43 annually
