Highly responsible professional and administrative work managing high level and high priority projects with departmental engineering responsibilities.  This work involves coordination, implementation and monitoring of advanced and complex professional engineering work associated with the design, review, management and construction of projects of large scope for the City.  Work also includes advanced professional and financial work in the design, management and preparation of plans and contract documents for permitting and construction of capital projects and rehabilitation of: buildings, parks, municipal water mains, reclaimed water mains, sanitary sewer mains, sanitary pump stations, stormwater pump stations, roadway construction, stormwater management, and stormwater drainage projects or water distribution, water treatment and wastewater and stormwater systems.  Work is performed under the general direction of the department director or designee. Hours outside the normal workday may be required.

 


ESSENTIAL JOB DUTIES:


The following duties are normal for this position.  The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.
 
  • Coordinate Project Management Team and/or consultants in design, scheduling, permitting, bidding and construction of City projects.
  • Review project team's schedules, work assignments and monitor project progress.
  • Prepare project status report, financial reports, and budget reports to keep management informed of projects' status.
  • Perform construction management and field observations for assigned City projects.  Visit job sites and evaluate progress.  Monitor progress of construction and prepare and certify required documentation for construction closeout with regulatory agencies.
  • Prepare budget estimates for all capital improvement projects; approve materials, methods, equipment, specifications, cost estimates and other documents related to project design and construction.  Negotiate contracts for best value to the City
  • Create and complete grant compliance and monitoring requirements along with coordinating extensions and amendments to grant agreements. Maintain full knowledge of the terms of grants and grant agreements assigned including close out procedures.
  • Provide technical direction, project management, and assistance to developers, consultants, outside agencies and assigned staff regarding projects.
  • Participation in assigned Project Management Teams as the engineering representative.
  • Attend and participate in community meetings to provide information on projects, make presentations to civic groups, city commission, city boards, and governmental officials, act as the City representative on various advisory committees and boards and respond to questions or resolve sensitive issues and complaints.
  • Review the work of personnel and ensure timely completion of projects within the established budget and timeframe.  Review and approve project change orders and hold project managers accountable for deadlines.
  • Coordinate annual budget requests including Capital Improvement Plan projects.
  • Develop plans for and conduct post-hurricane and emergency assessments.
  • Prepare and present written and oral reports on projects for City management, City Commission Boards and the public.
  • Coordinate work with other municipalities and governmental entities; prepare inter-local agreements; coordinate work of the City's CIP Projects.
  • Perform all functions and responsibilities according to the Palm Beach County Code of Ethics and Florida State Statutes 112.313.
  • Fosters positive employee relations and employee morale on a City-wide basis.
Specific to Public Works Department:
  • Manage City's highest priority and premier projects including complex and large-scale civil engineering projects performed by consultants.
  • Design, prepare, review, and approve complex engineering plans and contract documents for permitting and construction of municipal water main sanitary sewer, roadway, drainage projects and various other projects. Review engineering plans prepared by staff, consultants and private developers.
  • Prepare and review RFQ's and RFP's for professional engineering, architecture, surveying, and landscape architecture services for various City projects; assists other departments with engineering recommendations and selections of consultants/contractors.
  • Respond to and resolve citizen inquiries and complaints regarding engineering projects.
  • Coordinate issues related to railroad crossings.  Oversee issuance of City right-of-way permits and their enforcement.  Coordinate road closures for City events.
Specific to Utilities Department:
  • Conducts hydraulic modeling and analysis, unidirectional flushing plans, treatment plant troubleshooting, mechanical troubleshooting
  • Develops specifications for equipment and technical solutions
  • Develops process diagrams, evaluates best practices, analyzes data, conducts process improvement teams, makes recommendations to promote efficiency and effectiveness and safety
  • Prepares professional engineering evaluations, assessments and models for planning, expansion and decommissioning systems and facilities
  • Prepares and maintains capacity program for permitting and allocations of development projects and available water, wastewater, and reclaimed water capacities. Coordinates with department on capacity commitments, used capacity, and available capacities. Develops and maintains the Department’s capacity status report
  • Reviews site plans and other projects for capacity, constructability, and best practices and make recommendations, including any updates to the development review manual and standard details
  • Correlates and integrates capacity program with geographic information system, and hydraulic analysis programs
  • Develops an asset management plan, enhancing the asset management system, and analyze data for life cycle, best practice, repair and replacement, and recommended capital projects.
  • Analyzes and evaluates water production facilities, wells, pumps, chlorination systems, booster pump stations, wastewater treatment facilities, aeration systems, pump stations, distribution systems, collection systems, and transmission systems.
  • Procure and manage repair and replacement items and/or consulting services, prepare construction contract documents for bidding purposes, review and approve shop drawings.

 


MINIMUM QUALIFICATIONS:


Education and Licensure
  • Graduation from an accredited four (4) year college or university with a Bachelor's Degree in Electrical, Mechanical, or Civil Engineering.  
  • Must possess and maintain a Florida Professional Engineer (PE) registration.

EXPERIENCE:

Public Works:
  • Ten (10) years of civil engineering experience.
  • Minimum of three (3) years in a senior engineer role. 
    Skill in surveying and reading plans.  
  • Must possess advanced knowledge of principles and practices of engineering and administration as applied to the construction of municipal public works. 

Utilities:  
  • Ten (10) years of engineering experience.
  • Minimum of three (3) years in a senior engineer role in planning, design, permitting, system modeling, project management and/or development review experience involving water and wastewater utilities.
  • Certification in Lean Six Sigma preferred. 
  • Proficient in hydraulic modeling, GIS, Word, Excel, PowerPoint, relational databases and manipulation, AutoCad, Visio, asset management.
  • Licensed water treatment plant operator a plus
