The City of Delray Beach is a Non-Tobacco Workplace. Highly responsible professional engineering work planning, monitoring, evaluating, developing, analyzing, and implementing engineering design, permitting, and construction activities and managing the capacity of water distribution, water treatment and wastewater and stormwater systems within the Utilities Department under limited supervision.

 


ESSENTIAL JOB DUTIES:


The following duties are normal for this position.  The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.
 
  • Conducts hydraulic modeling and analysis, unidirectional flushing plans, treatment troubleshooting, mechanical troubleshooting and recommendations
  • Develops specifications for equipment and technical solutions
  • Develops process diagrams, evaluates best practices, analyzes data using charts, graphs and other methods, conducts process improvement teams, makes recommendations to promote efficiency and effectiveness and safety
  • Prepares professional engineering evaluations, assessments, studies, reports, memos, and models of systems and facilities for planning, expansion and decommissioning systems and facilities
  • Develops or assists in departmental master planning
  • Prepares and maintains capacity program for permitting and allocations of development projects and available water, wastewater, and reclaimed water capacities. Coordinates with department on capacity commitments, used capacity, and available capacities. Develops and maintains the Department's capacity status report
  • Reviews or assists in reviewing site plans and other projects for capacity, constructability, and best practices and make recommendations, including any updates to the development review manual and standard details
  • Correlates and integrates capacity program with geographic information system, and hydraulic analysis programs
  • Develops or assists in developing an asset management plan, enhancing the asset management system, and analyze data for life cycle, best practice, repair and replacement, and recommended capital projects; may run and/or analyze condition assessment studies and model(s)
  • Analyzes and evaluates water production facilities, wells, pumps, chlorination systems, booster pump stations, wastewater treatment facilities, aeration systems, pump stations, distribution systems, collection systems, and transmission systems
  • Performs budget recommendations, administration, and assists in development of the department budget
  • May require Professional Engineer signing and sealing of permit applications and construction drawings.
  • May procure and manage repair and replacement items and/or consulting services, prepare construction contract documents for bidding purposes, review and approve shop drawings, pay requests, grant applications and requirements, draft or modify interlocal agreements, and prepare or modify project schedules as necessary
  • Develops and give presentations to community groups, the public, and elected/appointed officials; develops commission agenda items and attends as needed
  • Coordinate work with other governments and agencies including: South Florida Water Management District; Lake Worth Drainage District; Florida Department of Health Palm Beach County; Palm Beach County; Florida Department of Environmental Protection, and Florida Department of Transportation
  • Coordinate projects, interlocal agreements, permits and other work interdepartmentally, especially with the Capital Improvement Project (CIP) Division and any assigned CIP project manager(s)
  • Maintains a comprehensive, current knowledge of applicable laws and regulations; maintains an awareness of new procedures, practices, technologies, trends and advances in the profession
  • Perform all functions and responsibilities according to the Palm Beach County Code of Ethics and Florida State Statutes 112.313.
  • Fosters positive employee relations and employee morale on a City-wide basis
  • This is an essential position and will be required to work extended hours before, during, and after hurricanes or other disasters or emergency events
  • Performs other related duties as required.

 


MINIMUM QUALIFICATIONS:

 
  • Graduation from an accredited four (4) year college or university with a Bachelor's Degree in Electrical, Mechanical, or Civil Engineering or a related field.
  • Six (6) years of engineering experience in planning, design, permitting, system modeling, project management and/or development review experience involving water and wastewater utilities.
  • Must be a registered Florida Professional Engineer (P.E.), or be able to obtain within six (6) months of employment.
  • Must possess a valid Florida driver's license and a clean driving record.
  • Certification in Lean Six Sigma preferred. 
  • Proficient in hydraulic modeling, GIS, Word, Excel, PowerPoint, relational databases and manipulation, AutoCad, Visio, asset management.
  • Licensed water treatment plant operator a plus.
 
Ability to communicate effectively verbally and in writing. Ability to research, develop, and write reports, memos, technical presentations.  Ability to develop, enhance and manage an asset management system.  Ability to work effectively in teams. Ability to manage and prioritize routine, specialized and complex assignments and problems utilizing knowledge acquired through prior education, training, and experience.

A comparable combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position, may be substituted for the minimum qualifications.
