Non-Smoking

Performs entry level engineering work in development plan review and the design, construction, inspection, and coordination of a variety of utilities projects. Coordinates construction projects to ensure compliance with sound engineering practices, structural strength and general suitability of proposed structures. The employee receives assignments in specific or general terms from a Principal Engineer and is expected to exercise independent judgment and initiative in developing work methods. 



ESSENTIAL JOB DUTIES:


The following duties are normal for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

 

  • Provides engineering and technical review, advice and approval for site plan corrections regarding water, wastewater and reclaimed water pipeline construction design plans (for mains and appurtenances).
  • Reviews proposed ordinances and policies of City, County, regional and State agencies to determine possible impact on existing practices and codes. 
  • Reviews subdivision preliminary plats, final plats and re-plats; subdivision construction plans; subdivision bonding calculations
  • Reviews construction plans, site plans and other development related applications and documents for compliance with the local design standards and/or state and federal codes and other utilities’ civil engineering standards
  • Reviews hydrologic and hydraulic models and analysis, drainage reports, FEMA letter of map change documents and reports, geotechnical reports, pavement designs and other development related reports/documents
  • Meets with citizens, developers, contractors, other agencies. Responds to questions from the public concerning drainage, private development, and other related issues.
  • Conducts inspections of work-in-progress and ensures projects are completed in compliance with applicable codes, regulations and standards
  • Coordinates assigned engineering projects with outside contractors, government agencies
  • Compiles code compliance plan review corrections needed in a clear manner and be able to discuss, explain and answer client questions in writing and orally.
  • Reviews and analyzes the impact and consequences of proposed modifications to the previously approved construction plans.
  • Verify field conditions as necessary.  Resolve construction conflicts arising from changed or unanticipated field conditions. 
  • Document decisions and respond verbally and in writing to plan deficiencies and customer concerns and inquiries in a timely manner. 
  • Evaluate waiver requests to applicable City design criteria, standards and specifications; waive such as necessary. 
  • Provide recommendations and technical justification for proposed modifications to Delray Beach Utilities design criteria, standards and specification based on experience.  Monitor proposed changes through the rules process. 
  • Attends regular  meetings and coordinates the submission of appropriate and relevant comments for the Division. May serve as a division's representative on code mandated boards and committees
  • Performs related work as required. May supervise assigned personnel. 
  • Fosters positive employee relations and employee morale on a City-wide basis.



MINIMUM QUALIFICATIONS:


-  Must have a minimum of Bachelor of Science in Engineering from an accredited university. 

-  Minimum of two (2) years of experience in engineering work in construction management, preferably in water utilities. 

-  Must possess a valid Florida Driver's License with a good driving record.

-  Requires demonstrated ability to utilize personal computer and office software such as MS Word, MS Excel and electronic mail. 

Knowledge of the principles and practices of civil engineering, with particular emphasis on water utilities and  land development including but not limited to site plans, potable water, and wastewater, reclaimed water and storm water. Knowledge of building codes. Knowledge of civil and structural engineering. Knowledge of computer operations. Ability to read plans (commercial and multi-family residential). Ability to read and interpret engineering plans, specifications and contract documents or regulations. Ability to read and interpret zoning regulations. Skill in blueprint reading. Skill in technical writing. Skill in computer usage (accessing). Skill in customer relations. Ability to manage and prioritize routine, specialized and complex assignments and problems utilizing knowledge acquired through prior education, training, and experience. Ability to communicate effectively in oral and written form. Ability to adapt to an evolving and continually improving environment.

A comparable combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position, may be substituted for the minimum qualifications.
