December 2022 Joint ASCE, GRA, WateReuse Meeting

Please join the American Society of Civil Engineers (ASCE) San Luis Obispo (SLO) Branch, the Central Coast Branch of the Groundwater Resources Association (GRA), and the WateReuse Central Coast Chapter on Thursday, December 8th to enjoy a joint presentation on the City of Morro Bay Water Reclamation Facility (WRF). Damaris Hanson, Paul Amico, Dan Heimel, & Dave O'Rourke will be delivering the presentation. Come hear about this interesting project that was recently constructed.

 

 

 

 

 

 

 

 

 

 

The presentation will highlight key engineering and hydrogeologic elements of the WRF Program including: Project Drivers and History; Conveyance Infrastructure; Water Resources Center Treatment Facility; and Injection Wells/Indirect Potable Reuse Program. Presentations will be provided by representatives from the Program Team, including City Staff, Carollo Engineers, ConfluenceES, and GSI Water Solutions.

Damaris Hanson earned her bachelor’s degree in Soil Science with an emphasis in Environmental Studies from Cal Poly San Luis Obispo. Damaris has several state certifications related to water and soils, Certified Professional in Erosion and Sediment Control (CPESC), Qualified SWPPP Developer (QSD), Qualified SWPPP Practitioner (QSP), and Water Treatment II certifications.

Damaris has committed 15 years to the City of Morro Bay Public Works Department and has worked closely with all aspects of the department. Starting as an Engineering Technician III, conducting development review, then for five years served as the City’s Environmental Programs Manager, where she managed the City’s Stormwater Program along with various other environmental permits including the City’s drinking water permits. She contributed to the development of the Morro Bay OneWater Plan and the Urban Water Management Plan, the City’s long-range water planning documents. Damaris has over 18 years of regulatory compliance experience.

More recently Damaris was promoted to the Utility Division Manager which has 16 full-time employees and is responsible for delivering water and wastewater services to Morro Bay ratepayers. The division is also currently involved in several critical infrastructure projects, including the new Water Resources Center, Nutmeg, Kings and Blanca Tank Rehabilitation, and various sewer main improvement projects.

 

Paul Amico, PE

 

 

 

 

 

 

 

 

 

 

 

 

Paul Amico is a Project Manager and Vice President with Carollo Engineers, and he will wrap up his tenure as the office manager of Carollo’s Fresno office at the end of 2022 before transitioning to Program Delivery Lead for Sacramento Regional San’s Harvest Water ag reuse program. Paul obtained his Bachelor of Science in Civil Engineering from Purdue University in 1996, and he began his consulting career in 1993 while participating in Purdue’s Cooperative Engineering Education program. He has spent his entire career providing consulting services to cities and utilities in the areas of water and wastewater infrastructure master planning, design, construction, and program management, and he has also supported clients in developing and implementing effective utility and asset management practices. Paul has extensive experience in public outreach and education related to sensitive infrastructure issues, and he is skilled at understanding client and community needs and expectations and aligning technical solutions to address them. Paul has two teenagers, and in his spare time he enjoys backpacking, rock climbing, and spending time with friends on interesting adventures.

 

Dan Heimel, PE

 

 

 

 

 

 

 

Dan Heimel is a licensed Civil Engineer, President/Principal Engineer at Confluence Engineering Solutions, Inc. (ConfluenceES) and a water resource specialist who understands the value of bringing people together to create sustainable water solutions. ConfluenceES is the Program Manager for the Indirect Potable Reuse phase of the Morro Bay Water Reclamation Facility Program and will be facilitating the design and construction of the injection and extraction well network that will provide the City with a local, resilient and sustainable water supply. Dan has dedicated his career to facilitating collaboration amongst water utilities and groundwater managers to develop reliable, resilient water supplies and systems. Dan has extensive experience in water supply, resiliency, and reliability planning; water, wastewater, and recycled water program management; utility engineering, operations, and regulatory compliance support; regional, multi-agency water supply and infrastructure collaboration facilitation; and Sustainable Groundwater Management Act (SGMA) and Adjudicated Basin groundwater management.

 

David O'Rourke

 

 

 

 

 

 

 

 

 

 

Dave has more than 30 years of experience managing water resources and environmental projects in California, Texas, and the Midwest. He has degrees in geology and environmental engineering from UCSB and Humboldt State. Dave has been working on the Central Coast for the past seven years, including work on the SLO Basin Characterization Report and the SLO and Arroyo Grande Groundwater Sustainability Plans. This work included development and application of integrated surface water/groundwater models, presenting hydrogeologic data and analysis at public meetings, developing sustainable management criteria, and working with stakeholders to achieve consensus. Over a 30-year career his technical experience includes surface water and groundwater modeling, groundwater/surface water interaction, ASR, injection testing, aquifer characterization, basin yield analysis, collector well yield analysis, and all aspects of hydrogeologic field investigations.
