Branch Business Meeting: SD 44 Platte-Winner Bridge: Threading the Needle on a Missouri River Crossing
Abstract:
A one-mile-long bridge over the Missouri River (SD44 Platte-Winner) in South Dakota is scheduled for replacement this decade. Agreement on a new location required a multi-agency, multi-disciplined approach that has challenged SDDOT practices, in areas where federal practices are changing - Section 4f, Section 106, and Section 408. A project update will be shared with ongoing lessons learned, along with a look into the expected design challenges.

Tim Thoreen – Since graduating from the University of Minnesota, Tim has spent more than twenty years as a consultant on transportation and water resource planning and environmental documentation projects across the Upper Midwest. In addition to today’s topic, Tim has worked on multiple major river crossing projects including the Hastings (MN) Bridge over the Mississippi River and the Red River flood diversion project at Fargo-Moorhead. Tim is HR Green’s Practice Director for Transportation Project Development, which includes traffic, planning, and environmental studies.
Kevin Brehm – Kevin earned his BS and MS degrees in Civil Engineering from the University of Michigan, with a focus on structural engineering. He has 17 years of experience as a structural engineer in the transportation field and has designed bridges throughout the Midwest, for 6 different state DOTs. Kevin leads HR Green’s Structural group in the Transportation Business Line, which houses teams in St. Louis, Chicago, and Des Moines.
