MKA International, Inc. - STRUCTURAL ENGINEER

We are seeking to add a highly-motivated mid-to-senior level licensed Professional Engineer to our team of multi-disciplinary professionals. The individual will have knowledge in the behavior of structural systems and their components for use in forensic engineering relating to residential, commercial, industrial facilities, marine and inland structures. Experience in performing failure cause & origin analysis on building systems, authoring technical reports, and construction litigation is a plus.  Building system types include, but not limited to, steel, concrete, masonry, wood, roofing and building envelopes.

Responsibilities and Duties include:

Field work to document as-built conditions and damage to structural systems as a result of natural (wind, water, fire, earth movement, etc.) and/or human induced origins (design and construction errors/omissions). Natural events can include large catastrophes such as regional floods, hurricanes, tornadoes, fires and earthquakes. Utilize building codes, technical knowledge of structural behavior, and understanding of construction practices to establish repair scope recommendations as well as cause and origin analyses. Evaluate design drawings and documentation. Have proficiency with or be willing to learn building envelope and roofing systems.

 

Candidates must be eligible to work in the United States and have a good driving record.

Education and Experience requirements:

Bachelor of Science degree in Civil Engineering or Architectural Engineering from an ABET accredited program required.   Florida Licensed Professional Engineer through NCEES examination. Multiple state registrations (or ability to obtain within) a plus; licensure in NC, SC, GA, AL, MS, LA, TX will be expected. Minimum 10 Years Structural Engineering experience in design or other background that promotes an understanding of structural behavior and/or science of the building envelope. Knowledge of national building and construction codes (ICC, ASCE, AISC, ACI, NDS, etc.) Knowledge and experience of structural engineering concepts, principles and practices. Knowledge of multiple types of construction, a plus.  Field experience. Strong written and oral communication skills are mandatory. Experience in providing Litigation Support including Expert Testimony at Depositions and/or Trial, Mediation and Arbitration proceedings, a plus.
  • Communicate with Clients, interface with code officials and contractors as well as author detailed technical reports.
  • Manage multiple project assignments, executing them on time and within budget.
  • Retention and development of Client relationships.
  • Willing to travel, as needed, on short notice.

 SUMMARY:

As a Licensed Professional Engineer (PE), the employee will perform independent professional and technical engineering work requiring application of standard engineering principles and procedures independently, perform complex engineering work requiring application of standard techniques, procedures, and criteria in carrying out a sequence of related engineering tasks. Exercise judgment in decision making related to the selection of engineering techniques, alternatives, procedures, and criteria. Thorough knowledge of engineering principles, procedures, and practices applied in planning, location, design, construction, and operation in water, wastewater and stormwater, as well as appropriate industry standards (e.g., environmental, state and county permitting, etc) and regulatory requirements.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

 Reviews plans for contracted improvement projects by consulting engineering firms.

  • Prepares engineering analyses of some difficulty and prepares specifications, process studies, research investigations, and reports.
  • Coordinates new utility service and installations with developers, engineers and property owners.
  • Responds to utility availability requests and easement consent form requests
  • Reviews site plan submittals for water, sewer and drainage compliance, and attends Site Plan Review Committee meetings and development pre-application meetings.
  • Reviews building and right of way permits for water, sewer and drainage compliance.
  • Coordinates utility conflicts with other agencies, including Palm Beach County, FPU, AT&T and other municipalities as well as other City of Lake Worth Beach Departments.
  • Coordinates compliance of current water use permit and future water use plan with South Florida Water Management District.
  • Maintains Water and Sewer Approved Products List, and evaluates submittals from vendors for consideration.
  • Coordinates all system changes and improvements with GIS department, and updates water and sewer utilities information and projects for website.

  • Inspects construction work in progress to determine whether proper materials, safety provisions and workmanship are used and compliance with plans and specifications.
  • Assists with the development and implementation of the Water Utility Emergency Management Plan and serves as essential staff.
  • Personal contacts include other engineering personnel, customers, contractors, and suppliers requiring the cultivation and maintenance of effective business relationships.
  • Assists in representing organization interests to a variety of outside groups.
  • Assists in preparing departmental budget estimates by assembling and preparing data, reports, and cost estimates.
  • Performs other duties as assigned.
  • Administratively manage small to medium sized capital improvement design and construction projects for water, sewer and stormwater infrastructure.  
  • Maintain the water utilities hydraulic water, sewer and stormwater models.
  • Requires negotiating skills and diplomacy.

EDUCATION AND EXPERIENCE:        

Bachelor of Science in Civil, Environmental, Mechanical or Chemical Engineering degree from an Accreditation Board for Engineering and Technology (ABET) accredited educational institution. Minimum 5 years applicable engineering work experience.

This is varied technical and skilled, professional engineering work, exhibited by those with a broad scope of coastal and/or capital improvements experience and practice, performed under general supervision. Duties range from implementing, managing, and directing a wide variety of coastal- related projects including shore protection, erosion control, and beach nourishment to managing planning, design, and construction of a wide variety of capital improvement projects. Essential Functions

 

  • Reviews design, arithmetic computations, specification documents, and other engineering documents or deliverables relative to coastal and municipal engineering projects.
  • Develops, implements, and administers coastal projects.
  • Coordinates budgeting and payments for coastal engineering design, construction, and other related costs to projects.
  • Designs and manages estuarine, restoration/enhancement projects including environmental permitting and development of construction plans and specifications.
  • Oversees the maintenance of Town record drawings by obtaining record drawing from contractors and consultants.
  • Contracts and reviews engineering surveys, including beach profiles.
  • Meets with the public and gives information relative to various department and town engineering activities; resolves complaints when necessary.
  • Meets with and assists other Town departments and Public Works divisions.
  • Responsible for the supervision of assigned staff including delegation, coaching, counseling, performance management, evaluations, and disciplinary actions within the scope of authority. 
  • Responsible for development of statements of work and request for qualifications for contracting consultant services.
  • Responsible for reviewing plans, specifications, and bids, writing correspondence to contractors, architects, engineers; provides contract administration on behalf of the Town.

Minimum and Preferred Qualifications

 

  • Bachelors degree in the field of coastal or civil engineering required.
  • Seven years of engineering experience, some of which involves managing and overseeing coastal and/or capital improvement construction projects, required.
  • Previous municipal experience preferred.
  • Coastal engineering and/or management of coastal or restoration projects preferred.
  • Must possess a Florida Professional Engineers License or Professional Engineers License from another state with the ability to obtain a Florida Professional Engineers License within six months from hire.
  • Membership in the Florida Engineering Society (FES), American Society of Civil Engineers (ASCE), American Public Works Association (APWA) or other local or national organization related to Engineering or Public Works preferred.
