Safety Assessment Program Evaluator Training

Information on the Safety Assessment Program:

Following a disaster local building inspectors struggle to evaluate building safety in hundreds or thousands of damaged structures. Experience in dealing with earthquakes reveals that the number of total inspections due to nonstructural damage can be more than three times the number of red-tagged and yellow-tagged buildings. Most building departments do not have the ability to perform multitudes of such inspections in a short period of time, so a strong need exists to have a cadre of trained professionals available to assist local governments, along with a program to manage this cadre. The California Governor’s Office of Emergency Services (Cal OES) Safety Assessment Program (SAP) provides experienced professionals who can quickly evaluate damaged structures, identifying those that are safe for occupancy to which people can return, while marking those that are unsafe or have restricted use. SAP has been used successfully in responding to disasters, such as the Northridge, Napa, and San Simeon earthquakes in California, as well as in response to Hurricane Katrina in 2005.

For more than 30 years, David Cooper has performed structural design, construction review, and project management. At ZFA, he has built a broad portfolio that emphasizes winery design together with a variety of commercial and industrial work. Dave is very adept at the innovative design use of building materials – some of which are beyond the standard repertoire of most structural engineers – including light gage steel stud framing (both exterior curtain wall & complete building design), aluminum design, and ‘stabilized earth’ technology. Dave has also been a structural consultant for General Electric Company power plants and has assisted civil engineers in the design of concrete wells, tanks, and other structures at treatment plants. He has experience with drilled pier and driven pile foundations, in addition to typical spread footings. In 2005, he spent a week as a volunteer doing structural assessments in St. Bernard Parish after Hurricane Katrina.
