Topic: Route 121-460 Triple Box Culvert - Innovations in VDOT Bristol District
The Poplar Creek Phase A section of the Route 121-460 project, known locally as the Coalfields Expressway, included an unusual construction item - a triple box culvert beneath 310 feet of fill. The design, manufacture, and construction of the box culvert required creative thinking on the part of the transportation engineers to make the project a reality. This presentation provides some highlights and insights of the project, which is scheduled to be open to the public in the fall of 2024.

Mark C. Hill, P.E. is a Civil Engineer with 23 years of experience in civil engineering projects. A 1992 graduate of Virginia Tech, he began work on the Poplar Creek Box Culvert project in 2019 as the project manager for VDOT. He is employed by Thomson & Litton in Bristol, Tennessee.
Kristy Plummer, P.E. is a Transportation Engineer with 19 years of experience in transportation engineering projects. A 2003 graduate of the University of Tennessee, she began work on the Poplar Creek Box Culvert Project in 2015 as the construction manager for VDOT. She is employed by RS&H in Abingdon, Virginia.
