Xavier Pedeux, PE is with Jacobs Engineering, he is the Program Manager for the City of Chattanooga’s wet weather SSO Consent Decree. Xavier has 25 years of experience in the water industry. He first worked 5 years with a water utility in Paris, France, then 5 years with Yarra Valley Water Ltd in Melbourne, Australia. After that, he worked 6 years for Artelia as an international consultant, and then 3 years with AECOM on the Cleveland, OH wet weather Consent Decree Program and the Detroit, MI Water & Sewer Capital Improvement Program. He has been with Jacobs since 2019.
Xavier is a licensed Professional Engineer in Tennessee, with a Masters in Physics from the University of Paris and Manchester, UK, and a Masters in Civil Engineering from Grenoble University, France.
He enjoys spending time with his wife Nancy-Kate and their son Fletcher, traveling, discovering beautiful areas around Chattanooga, tennis, and sharing good food and wine with friends.

Sigrid attended the University of Florida and graduated in 2019 with a Bachelor of Science in Environmental Engineering. She spent the first several years of her career working as an engineer for JEA, a water/wastewater/electric utility serving the northeast Florida region. After relocating to Chattanooga in 2021, she began working for Tennessee American Water where she currently holds the title of Staff Engineer. Since working for Tennessee American Water, she has managed a variety of capital investment projects in the Chattanooga/Sequatchie Valley area ranging from distribution pipeline and storage tank installation to water treatment plant improvements. In her free time, she enjoys hiking, cooking, and being outside with her three rescue dogs.
Treasurer | Max Cange | P.G.
Firm: Geosyntec Consultants, Inc.
Mr. Max Cange, PG, is a Senior Geologist based in Chattanooga, Tennessee, with more than a decade of experience working for Geosyntec Consultants. He holds an M.S. in Geological Engineering from the South Dakota School of Mines and Technology and a B.S. in Geology from the University of Tennessee at Chattanooga. His professional experience is rooted in geological/environmental engineering and geology, with an emphasis on geotechnical and environmental site assessment and remediation projects. For the past ten years, Max has worked all over the Southeast contributing to major infrastructure and remediation projects providing the full spectrum of support from being the boots on the ground to the project manager in charge of large multi-disciplinary teams. He has been active in ASCE since returning to Chattanooga in 2019 and served as the young members committee chair for the past several years as well as being an active member of the scholarship committee. Max has also helped coordinate ASCE’s recurring TN River Rescue service event held in October for the past three years and counting. In his free time, Max enjoys spending time with his wife (Kaitlyn) and their dog (Albus) doing a myriad of activities indoors and outdoors alike.

Christopher S. Mills is an experienced project manager and environmental professional with more than 20 years of public service spanning municipal, state, and federal agencies. He brings 15 years of hands-on drinking water experience, over 10 years of wastewater experience, and chemical manufacturing and industrial wastewater pretreatment expertise, supporting regulatory compliance and sustainable utility operations.
Currently serving as an Engineering Coordinator for the City of Chattanooga, Christopher manages complex environmental and utility infrastructure projects exceeding $30 million, providing inter-utility coordination, contract oversight, and stakeholder management under rigorous regulatory frameworks, including Federal Consent Decrees. His background includes leading industrial inspections, supervising audit-ready compliance programs, and working directly with chemical manufacturing facilities on pretreatment and wastewater controls.
In addition to his environmental and utility leadership, Christopher’s career includes service as a Soldier in the United States Army, Veterans Benefits Specialist and a decade in education as a teacher, coach, and program leader—experiences that shape his collaborative leadership style and commitment to public service. He holds an MBA and a master’s degree in instructional leadership and is recognized for clear communication, policy implementation, and building effective partnerships across sectors.
Past President | Stephen Brady | P.E.

Stephen Brady attended UT Chattanooga, graduating with a BS in Civil Engineering, participating in the ASCE student regional competitions and received the Tennessee Road builders Association Scholarship. After graduating, he worked the ASCE competition as a judge when UTC hosted and has been an ASCE member for more than a decade. Previously, he spent 10 years as an engineer at March Adams Consulting during which he became a licensed professional engineer.
He has participated in fly-ins, actively seeking to persuade Representatives of the need for infrastructure funding, based on the results of the Report Card for America’s Infrastructure. He is also an ASCE key contact, sharing infrastructure related legislation with local members, and the information about how to contact this areas Senators and Representatives.
Stephen also enjoys his time teaching and playing chess and is involved with the Chattanooga Chess Club. He has been instructing kids in chess for the past 13 years where they have won multiple awards at the regional, state and national level of scholastic chess.
Chattanooga Development Symposium Director | Maria Price | P.E.

Maria is a registered Professional Engineer in TN & VA with a B.S. in Civil & Environmental Engineering from Tennessee Technological University. She has a diverse background in transmission engineering, environmental & construction activities, utility project management, multi-discipline project management and code enforcement. Maria has employment history with TVA, TDOT, several private firms and currently utilizes her talents for the City of Chattanooga as the City's first female Assistant City Engineer for Public Works. She was named ASCE TN Section Government Engineer of the Year in 2017, received 2020 EWeek People to People Award, is on the Southeast Stormwater Association board and is the Chair of the Tennessee ASCE Environmental & Water Resources Institute (EWRI). She is the Creator & Director of the Chattanooga Development Symposium.
Besides her involvement in ASCE, she is Troop Leader of two Junior troops for the Girl Scout Council of Southern Appalachians, formerly Charity Director for ConNooga and is involved in the Chattanooga Alumni Chapter of Omega Phi Alpha National Service Sorority.
When not working or involved in charity work, she spends time with her husband, 2 daughters & Australian Cattle Dog. She enjoys board games, off-roading, muscle cars, cooking and geeking out about stormwater and landfills.
