  • Project of the Year: Honors a project with engineering efforts in research, design, construction, or management.

2022-23 Board of Directors

President: Randall Olney, P.E., MBA
CHW Professional Consultants

Randall Olney serves as the Director of Engineering for the Land Development group at CHW Professional Consultants. He brings over 19 years’ experience in many realms of civil engineering, including stormwater analysis, design, and modeling, as well as site design, utility design, and site permitting. Prior to returning to the private sector, Randall served as Public Works Director for Citrus County providing management and administration for six divisions within the County. Randall is well versed in working with Environmental and Regulatory Permitting agencies such as the Florida Department of Transportation, Florida Department of Environmental Protection (FDEP), Florida’s Water Management Districts, and the Army Corps of Engineers.

Vice President: Dave Jakstis, P.E.
GRL Engineers, Inc.

David "Dave" Jakstis is a graduate of the University of Florida with a B.S. in Civil Engineering. He is a project engineer with GRL Engineers, Inc. with over 20 years of experience in the deep foundation testing industry having worked on projects spanning 35 states an 16 countries. Dave previously served as the 2022-2023 Vice President for the ASCE Gainesville Branch.

Treasurer: Ryan McCoy, E.I.
Atkins

Ryan McCoy is a graduate of the University of Florida with a B.S. in Civil Engineering, where he graduated with honors. He is an engineering consultant at Atkins providing service to FDOT’s roadway design office. While Ryan was at UF, he was an active member of the UF ASCE Student Chapter, he was involved in many of the student conference teams helping lead them to success. Ryan spent much of his time as a student volunteering to give back to his community from cleaning kennels at the local animal shelter, leading STEM based activities for Girl Scouts, and working concessions at UF football games. Ryan previously served as the 2020-2021 Treasurer and 2021-2022 Treasurer, and 2022-2023 Treasuer for the ASCE Gainesville Branch.

Secretary: Logan Peters, P.E.
JBPro

Logan Peters is a Gainesville native who graduated from the University of Florida with her B.S. in Civil Engineering. She joined JBPro shortly after, where she has served both private and public sectors for 8 years. Logan is a Florida Licensed Engineer and specializes in subdivision and stormwater design, where she employs a wealth of land development design and permitting knowledge. She enjoys flexing her creative muscles to develop unconventional design strategies to address client’s needs and follow through with these strategies to deliver superior projects. Logan previously served as the 2021-2022 Secretary and 2022-2023 Secretary for the ASCE Gainesville Branch.

Kimley-Horn and Associates, Inc.

Tia Lubbers is a graduate of the University of Florida with a B.S. and M.E. in Civil Engineering. She works in the Transportation Planning and Traffic Operations team at Kimley-Horn in Gainesville, Florida. At the University of Florida, she was actively involved in the UF ASCE Student Chapter. She served as the recruitment chair, head of the mentor-mentee program “Foundation Families”, and conference chair. Tia previously servedd as the 2022-2023 Webmaster for the ASCE Gainesville Branch.

Kimley-Horn and Associates, Inc.

Vincent "Vinny” Spahr is a transportation planning and traffic operations engineer with Kimley-Horn in Gainesville, Florida. After growing up and going to school in Ohio, Vinny moved to Tallahassee in 2015 before relocating to Gainesville in 2018, where he was been working to evaluate traffic conditions an identify operational and safety improvements to make the transportation infrastructure work better for all of us. He works with private clients, cities, counties, and FDOT to prescribe context-sensitive solutions that will serve all road users. Vinny previously served as the 2020-2021 Vice President, 2021-2022 President, and 2022-2023 President for the ASCE Gainesville Branch.

President’s Message: 

Welcome to the ASCE Gainesville Branch! As your President for 2024-2025, I'm excited to connect with you and share the many benefits of membership. This year, my focus is on empowering engineers in North Central Florida through professional development, networking, and a renewed commitment to community engagement. I have three key priorities for the year:

  1. Growing our Community: We're aiming to increase our membership numbers and, more importantly, the active involvement of our members. A stronger, more engaged membership means more opportunities for learning, networking, and making a real difference in our region. We'll be exploring new ways to connect with engineers in the area and create even more valuable programs and events.
  2. Reconnecting with our Community: Reviving our community outreach and involvement is a top priority. We believe in giving back to the community we serve, and we'll be organizing more volunteer opportunities and partnering with local organizations to make a positive impact. Look out for upcoming projects where we can use our skills and expertise to benefit North Central Florida.
  3. Strengthening our Leadership: A strong Board of Directors is essential for a thriving branch. I'm committed to deepening the relationships within our board and strengthening our leadership pipeline. This means fostering mentorship opportunities, providing leadership training, and encouraging members to get involved at all levels.

We offer a range of opportunities to enhance your technical skills, stay up-to-date on industry trends, and build valuable relationships with fellow professionals. From our monthly meetings (typically the third Thursday of the month, offering PDHs) to specialized workshops and networking events, we strive to provide resources that support your career growth. And, of course, this year, we'll be adding more community-focused events to the mix!

Serving Alachua and the surrounding eleven counties (Bradford, Columbia, Dixie, Gilchrist, Hamilton, Lafayette, Levy, Marion, Putnam, Suwanee, and Union), we're part of the Florida Section and Region 5 of ASCE. Our collaborations with AWWA, FES, and the UF Student Chapter provide even more avenues for learning and connection.
